A common conception of the Drupal and other CMSs is that there are limited design variations available— meaning the client or designer can't exercise their creativity to the fullest. This was true a number of years ago in previous versions of the software, but no longer: these days a web designer or developer has just as much flexibility as with hand-coding a “static HTML” site.

It is true that many Drupal sites use stock “templates” and thus look a lot like each other, and Drupal (like any system) does present certain functionality limitations which take serious programming to change.
